Life Scientist/Environmental Engineer/Physical Scientist

You will:
- Provide policy and procedural guidance on Clean Air Act (CAA) statutory requirements to state, local, and tribal agencies on development of regulations, required revisions and source-specific actions for State Implementation Plans (SIPs) and Tribal Implementation Plans (TIPs); - Initiate rulemaking actions and recommendations for approving or disapproving the complex state, local or tribal submitted SIP/TIP revisions; - Provide authoritative advice and assistance to states and other groups by reviewing and evaluating technical, procedural, and regulatory compliance with (CAA) requirements for attaining or maintaining National Ambient Air Quality Standards (NAAQS) including provisions for regulating air emissions from stationary and/or mobile sources. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as performing legal, scientific, economic, technical, policy, data, and/or regulatory analysis of the Clean Air Act.Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1) Knowledge of the CAA Amendments of 1990 and other Federal environmental laws, regulations, and policies pertaining to air quality programs; 2) Knowledge of federal laws, statutes and regulations pertaining to the attainment and maintenance of National Ambient Air Quality Standards (NAAQS); 3) Skill in written communication sufficient to write Federal Register notices to justify and explain controversial or sensitive Agency SIP/TIP actions; 4) Skill in interpreting CAA SIP/TIP requirements sufficient to advise stakeholders on planning, strategies and/or requirements; 5) Skill in oral communication sufficient to provide briefings and/or recommendations to management; 6) Skill in collaborating with external stakeholders to provide advice and achieve consensus; and 7) Knowledge of stationary and mobile source programs and strategies under the CAA. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
