IT Specialist

As an IT Specialist, you will:
- Translate functional requirements into technical specifications; translate technical specifications into programming specifications; develop, customize, and/or acquire applications and software programs; and test, debug, and maintain software programs - Formulate sound recommendations to ensure that systems and programs adopt solutions that are consistent with Fiscal Service and PFC business and data architecture standards and principles - Interpret applicable policy, develop procedures and strategies for conducting the work, and provide expert technical advice, guidance, and recommendations to senior level management that impacts PFC policies and programs - Diagnose and resolve highly complex application problems and issues - Provide expert analysis and develop innovative solutions to solve issues and problems associated with the programs overseen by PFC You must meet the following requirements within 30 days after the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience developing and maintaining web-based applications using modern and secure coding standards; communicating with business units; managing databases in an open systems platform; and communicating technical recommendations to senior management. Examples of such experience could include:
- Designing and developing web based applications to meet business requirements and configuring COTS/GOTS solutions. - Collaborates with clients and customers to identify business requirements for application enhancement or development. - Experience with leading the migration of legacy applications to modern technologies to include the cloud. - Experience with database management systems in support of developing and maintaining application systems - Ability to Translate functional requirements into technical specifications and translate technical specifications into programming specifications. AND In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below. - Attention to detail, analyzing and interpreting business requirements. - Customer Service, such as collaborating with clients and customers to identify new products and services. - Problem Solving, such as providing innovative IT solutions to complex business problems - Oral Communication, such as reporting on status and risks of current development projects.In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
