Lead Insurance Specialist

Monitors work progress, balances workload and makes adjustments to ensure effective team performance. Based on observation and review of work accomplished by the team provides input for performance ratings and award nominations. Solves work problems and assists the team and/or individual members in identifying the boundaries of a viable solution. Provides or arranges technical training necessary for the accomplishment of individual and team tasks. Advises Supervisory Insurance Specialists and Section Chiefs on the daily operations of the teams, reports operational problems, including but not limited to attendance and behavioral problems, and needs that impact the Division's ability to achieve established goals and objectives. Relays to the Supervisory Staff the most cost-effective reports and maintains records of work. Assists Management with meeting quality and timeliness service performance indicator goals. Researches and interprets regulations governing life insurance policies in order to reply to inquiries from policyholders on the VA administered insurance programs. Responds to inquiries varying in complexity and counsels' callers on topics including dividends, premiums, non-medical and medical underwriting issues, matured endowments, cash surrenders, loans, death claim processing and tax issues relating to insurance benefits. Makes all servicing and maintenance actions in responding to requests or inquiries from policyholders or their authorized representatives, including posting premiums, loans and dividend payments and refunds. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must submit a copy of your most recent NON-AWARD SF-50. The SF-50 must indicate proof of status and should identify your position title, series, grade, step, salary, tenure and type of service (Competitive or Excepted). Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Experience that may have been gained in technical assignments that involved the application of laws, rules, regulations or procedures involving a benefit or entitlement program. Examples of acceptable specialized experience include responsibility for examination, investigation or authorization of claims under programs such as life or health insurance, pension plan, disability retirement, income maintenance or other related programs. Such experience is to be substantive and relevant to the position being filled. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. OR, Combination:
Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a bachelor's degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 75 semester hours of education (i.e. 15 semester hours beyond the second year, which is the equivalent of 25% of the required education) and has 9 months of specialized experience, would have the 1-year combination required for the position. Or for example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
