Logistics Management Spec

Serves a critical member of the VA HCS leadership team and reports directly to the Deputy Medical Center Director (or equivalent), an Executive in the VA HCS. Duties include but not limited to; Responsible for providing expert technical and analytical advice to the Medical Center Director, Deputy/Associate Director(s), and the Chief of Staff respectively in matters relating to all acquisitions, logistics and supply chain matters. Coordinates communication within the logistics community, within network, between networks, and between agencies. senior logistics management officer for a VA HCS (with multiple sites of care) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/non-expendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and supported catchment area. Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply and equipment requirements. Performs broad and comprehensive formal studies of benefits, impacts, characteristics and problems associated with logistics policy. Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system. Develops performance measurement/management of all of the aforementioned (including statistical analysis, workload projections, and process management). Analyzes and coordinates information and requirements with the healthcare system, VISN and VACO in the area of acquisitions and procurement, supply, equipment and medical readiness. Implements and monitors current logistics systems (such as GIP, AEMS/MERS, IFCAP, etc.) and the deployment of Enhanced Supply Support Programs, or their future replacement programs. Conducts audits, compliance reviews and program effectiveness and efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. When these audits reveal performance improvement opportunities or deficiencies, develops and executes remediation actions through to completion. Oversees all activities involved in providing needed logistics support, to include capital asset planning, strategic sourcing of commodities through vehicles such as the Medical/Surgical Prime Vendor (MSPV) contract and other contract vehicles. liaison to the VISN, OAL&C and the VHA Procurement and Logistics Office (P&LO); to include the Director of the appropriate Acquisition Service Area Office (SAO). Serves as the Chairperson of one or more commodity disciplines, involving multiple product variations and services under the VISN Commodities Standardization Committee, participates on the Network Equipment Committee (or similarly titled group), and oversees the Facility Recall Program. Establishes, maintains and promotes VA HCS and supported catchment area logistics personnel training and professional development programs, which are integral to the success of the logistics program. Develops training programs, develops curriculum, creates training opportunities, and develops tests designed to enhance the skills and abilities of subordinate staff. Fulfillment of these responsibilities includes management of a professional development program and career path for logisticians, oversight of formal logistics workforce training programs at each VA HCS and supported catchment area, and coordinating the provision of logistics training opportunities for all VA HCS and supported catchment area logistics personnel. Serves as the VA HCS Accountable Officer to ensure that all government property assigned to the VA HCS and supported catchment area is accounted for receipt of title to final utilization and disposal. Manages the performance and measurement of logistics support functions in the Medical Center including all aspects of EX and NX inventory management activities, acquisition program support, warehouse, and in some cases transportation, and mailroom/reproduction support. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a large group with a variety of occupations and subordinate supervisors. Physical Requirements:
The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts and pallet jacks.
