OVERALL DESCRIPTION
Operations Administration
Manages the development of Operations' annual operating and capital budgets/projects and serves as the principal interface between the division and Finance. Monitors and reports on progress throughout the fiscal year. Provides administrative support to all matters related to finance and hiring personnel across the division.
SPECIFIC RESPONSIBILITIES
Operations Administration
  • Plans, develops, and manages the department's operating budget and capital project budget and assumes complete responsibility for routine and complex modifications, as needed.
  • Monitors and reports financial performance against the budget throughout the fiscal year. Prepares and issues routine and special ad hoc reports as required for budget variances, overtime, work orders, etc.
  • Serves as the principal departmental interface with Finance for all budgetary and operational performance matters for the division.
  • Manages the process of hiring personnel for the Operations Division in accordance with service requirements. Ensures compliance with SEPTA's Human Resource policies.
  • Provides guidance and direction to subordinates and all other personnel involved in the budgetary process and create the positive environment needed to efficiently accomplish all prescribed goals.
  • Coordinates budgetary and hiring personnel matters across all Operating Departments. May be required to provide supervisory and/or leadership to analysts and financial managers across the division.
  • Analyzes and examines the models and systems needed to effectively track and monitor financial and operational performance control programs. Refines, modifies, upgrades and/or replaces as needed.
  • Manages all ad hoc requirements for Operations financial information. Prepares special reports or data capture to support labor negotiations, special presentations by the Assistant General Manager, and outside auditors/agencies.
  • Manages all aspects of the division's materials and services budget.
  • Investigates overtime spending for all operating departments, identifies and targets heavy hitters for possible reductions.
  • Performs special projects and ad hoc analyses as needed. Expected to be performed independently and may require confidentiality.
  • Creates databases and dashboards to track and monitor Operations initiatives and/or key performance indicators.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Manages the TWU union transfer process.
  • Performs other special duties and assignments as required.

  • QUALIFICATIONS AND EXPERIENCE
    Operations Administration

  • Bachelor's Degree in Business Administrations, Planning, Finance or a related field and a minimum of six (6) years of relevant experience working in financial administration and/or budgeting required.
  • In lieu of the above requirements, post-Baccalaureate education may be considered as an acceptable equivalent for experience (i.e., one (1) year of formal post Baccalaureate education equates to two years of related experience); however, the candidate must possess a minimum of four years of relevant experience regardless of education.
  • Must be proficient with Microsoft Office, especially Excel.
  • Must have expert working knowledge of financial/accounting software and analytical tools.
  • Excellent analytical, written, verbal communication and interpersonal skills required.
  • Must possess excellent organizational skills and the ability to work independently and under pressure.
