Full-Time/Part-Time Full-Time DescriptionMID-CAREER LEVEL Human Resources Manager The Human Resources Manager supports both the Chief of Staff (Chief Human Resources Officer) and Senior Director of Safety, Security & Facility Services to affect the strategic goals of the departments of Human Resources, Office of Institutional Safety and Equity, and Safety & Security as well as PAFA as a whole.
This position requires an extremely perceptive and confidential person who can relate and effectively communicate with individuals at all levels of the organization.
The Human Resources Manager is an ambassador of PAFA's values, balancing the needs of PAFA and the community members.
Also, this position contributes to the continuous development of the HR function and team welfare to ensure a great working environment and diverse culture.
The Human Resources Manager owns the Talent Acquisition function, supports Performance Management, and leads the Employee Activities Committee.
As the Human Resources Manager, you will contribute to the organization's overall success by helping us attract and retain top talent and confidentially maintain accurate records for all employees in compliance with state and federal laws.
You will work collaboratively with multiple departments, including executive management, sales, and operations.
This is a critical position to the organization, and candidates must be dependable and punctual.
Excellent organization, time management, and multi-tasking skills are required for successful achievement of position goals in this fast-paced environment.
Previous experience with Paychex is now preferred.
The Human Resources Manager will have responsibilities in the following areas:
Administrative Support Verifies unemployment claims and submits them to the CHRO for approval in a timely manner.
Track and analyze relevant HR metrics.
Create reports for senior management.
Benefits First-hand contact for all employee inquiries related to benefits, including but not limited to medical/vision, dental, life, STD/LTD, FSA/HSA/CBP, retirement Process employee benefits payments and liaise with vendors contracted to provide medical/vision, dental, life, STD/LTD, worker's compensation, unemployment, and flexible spending.
Reconcile and process monthly carrier invoicing and submit for timely processing.
May assist the CHRO with the plan administration of the retirement plan.
Assist with benefits counseling and administration, including communicating benefits information to employees, change reporting, and providing backup to the CHRO.
Grow as Plan Sponsor to manage and oversee PAFA's 403(b).
Manage eligibility of employees into the various benefits.
Produce benefits enrollment packages for new hires and ensure completion of benefits enrollment for new hires.
Produce and distribute Summary Plan Descriptions as necessary.
Ensure termination from benefits occurs in a timely manner, and appropriate COBRA paperwork is issued.
Process and follow up on disability claims.
Review benefits invoices to ensure accuracy prior to releasing them for payment.
Report and administer workers' compensation claims.
Respond to employee questions related to benefits.
Employee Activities and Engagement Implement, facilitate and/or analyze results of employee morale and retention initiatives such as incentive programs, stay interviews, career development meetings, employee surveys, and exit interviews.
Chair of the Employee Activities Committee, leading a small group of faculty and staff members to deliver engaging and unique programs for all employees Promote and attend special events and functions; promote and report on service milestones and activities; and new hires, promotions, and retirements.
Performance Management Administer performance review program to ensure effectiveness, compliance, and equity within the organization.
Alongside hiring managers, complete 90-day performance reviews for new hires.
Communicate and explain the performance check-in process with employees to ensure an effective collection and evaluation of workforce performance.
Personnel Actions & Payroll Responsible for collecting, managing, and analyzing employee data and maintaining accurate and complete electronic and physical employee records.
Respond to routine inquiries from inside/outside vendors on employee verifications.
Process, coordinate, and follow up on employee worker's compensation claims.
Act as liaison with the agency worker's compensation carrier, including setting up claims review meetings on a regular schedule.
Process employee leaves of absence per PAFA policy and all applicable labor laws.
Perform surveys relating to personnel, wages, census, etc.
Assist with payroll processing by obtaining payroll information and time records for approval by the CHRO.
Oversee payroll submissions and payments.
Prepare bi-weekly payroll journal entries for the accounting system.
Track and record employee PTO.
Calculate deductions for payroll for voluntary employee benefits.
Maintain data in the payroll system necessary to facilitate ACA reporting.
Respond to staff questions related to payroll.
Talent Acquisition Manage talent acquisition process from requisition posting to new employee orientation for various business functions and positions.
This includes non-exempt and exempt roles and part-time hourly to upper management and full-time salaried employees.
Review and revise job descriptions to create efficient, manageable positions aligned with PAFA's strategic plan and employment function.
Facilitate employee onboarding and offboarding.
Training, Presentations, Technology Educate, train, and supervise employees on common HR topics.
Suggest and implement advanced, best practices HR strategies and procedures.
Serves as the liaison and spokesperson for the human resource leadership team, providing collaborative guidance and advice on integrated communication strategies to build employee morale, productivity, retention, and policy compliance.
Lead employee training for Paychex Flex HRIS.
Draft and distribute reference materials such as open enrollment materials, goal and performance review initiatives, and summaries of perks and benefits.
Position Requirements Bachelor's degree in Human Resources, Business Administration, or a related field.
4 years of experience in a professional human resources/payroll setting.
Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
Capable of working independently and managing and prioritizing positions and responsibilities depending on business needs.
Experience with HRIS (Paychex, ADP, Bamboo HR ) and benefits administration platforms.
Highly proficient in Microsoft 365.
