Program Specialist (Human Resources Liaison)

Summary The Program Specialist (Human Resources Liaison) position is located at the Philadelphia VBA Regional Office.
The Program Specialist is responsible for providing performance management and technical support for the regional office HR program.
The incumbent is the key advisor to the Director and the Division Chiefs on all human resources issues and coordinates directly with the HR Center.
Responsibilities Assist staff and managers in developing and implementing policies, procedures, and guidelines.
Review classification standards, guides, to assist and coordinate classification assignments.
Assist with guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria Provide advice and assistance to managers and supervisors who are responsible for compliance with EEO, affirmative action, and other special programs.
Responsible for providing a wide range of advisory services to senior managers relative to disciplinary and adverse actions.
Initiate, assist, monitor, follow up and coordinate recruitment requests with the selecting official of the Division.

Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the federal service.
Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience for this position is defined as:
1) Guide employees in resolving primarily common work-related or personal problems; 2) Provide leaders and employees with information and interpretations of the organization's policies, procedures, and guidelines; AND 3) Provide advice regarding appropriateness of personnel actions.
OR Applicants may substitute education for the experience required.
For grade (GS-09):
a master's or equivalent graduate degree; or two full years (36 semester hours) of progressively higher-level graduate education leading to such a degree; or LL.

1) Provide advisory services to leaders and employees on a range of human resources concepts, laws, and policies; 2) Assist leadership in solving a range of complex problems and issues; AND 3) Participate in policy development groups or projects based on broad organizational requirements.

Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.
Specialized Experience is defined as:
1) Provide advice and guidance in the areas of classification, staffing, and recruitment; 2) Defending agency actions in front of a 3rd party hearing (such as FLRA, MSPB); AND 3) Experience as the chief negotiator in labor negotiations.
There is no educational substitution allowed for grade level GS-12.

Physical Requirements:
The work is sedentary, however, some walking and bending will be required.
Working with files will require some lifting, bending and opening of file drawers for file storage.
