The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia.
BT-PHP is responsible for establishing local public health preparedness priorities, developing, and testing response plans, coordinating with local, state, and federal partners, and managing the public health response to real events.
The Compliance Analyst will provide technical assistance and administrative oversight to community- and faith-based organizations that are funded by the City to build preparedness, response, and recovery capacity for pandemics and other public health emergencies.
The Compliance Analyst will ensure that funded providers are operating within the scope of their workplans and in accordance with their approved budgets.
The Compliance Analyst will also advise on programmatic components.
This position is Monday through Friday, 8:
30 a.
m.
to 5:
00 p.
m.
, with occasional work after hours and on weekends to support Program activities.
This is a grant-funded position; continuation of the position is contingent upon sustained funding.
Specific Duties:
Work directly with funded organizations to ensure compliance with approved workplans and budgets.
Advise on programmatic components to ensure ongoing progress in managing activities and accomplishing objectives.
Monitor budgets and financial documents to ensure adherence to grant requirements and generally accepted accounting principles.
Review invoices from partner sites, staffing agencies, and vendors to ensure accuracy and troubleshoot potential issues.
Conduct regular site visits to partner organizations.
Manage data and maintain records for each partner site, including records detailing spending, staffing, program progress, and any compliance issues.
Support grant management through the completion of monthly and quarterly financial and performance reporting on Division activities.
Communicate with partner sites about any guidance, reporting, or funding changes.
Provide other technical assistance as needed.

Qualifications:
Bachelor's degree in public health, public administration, or related field required.
Three or more years of relevant experience working in public health, emergency management, or another relevant field.
Proficiency in Microsoft Office applications.
Excellent writing and communication skills.
Detail-oriented with excellent organizational skills.
Ability to communicate effectively and work with various teams and stakeholders.
Flexibility, professionalism, and the ability to manage multiple projects simultaneously are highly valued attributes.
A valid driver's license is required.
Work Environment and Physical Requirements:
This is not remote work.
The applicant will work from the Health Department offices or other locations as assigned.
This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time.
The position requires responding to public health emergencies on short notice and some after-hours activities to achieve Program objectives.
The position may require some travel and participation in off-site functions.
Supervision:
This position reports directly to the Performance and Compliance Officer.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
