After six months the role is eligible for a hybrid work schedule of 3 days on site and 2 remote for Pennsylvania residents.
This Manager is responsible for ensuring all operating departments comply with Department of Transportation and Pennsylvania Public Utility Commission (PUC) regulations and requirements, as well as meeting departmental goals and objectives.
The incumbent ensures the full implementation and administration of operating practices and procedures that effectively addresses technical compliance throughout the operating departments; determines and provides guidance on department practices changes required to meet regulation.
This Manager manages professionals and others responsible for achieving specific goals, sets standards and expectation for staff and is the technical expert for the operating departments.
Impact of decisions may not be measurable until years after decisions are made.
Responsibilities:
Technical Compliance Administration and ManagementDesign, propose, and review implementation of policies, procedures and practices related to compliance with federal and Commonwealth law and regulations including but not limited to:
Auditing policies and procedures and practices of operating departments to ensure compliance.
Develop written recommendations of corrective measures for non-compliance identified by the incumbent, or the PUC or other administrative governmental agency.
Review and monitor implementation of revised practices and procedures related to incidents, PUC letters of non-compliance, orders, settlements or otherwise to ensure operating department compliance.
Communicating non-compliance issues to senior management.
Establishing time frames for re-evaluation of modified operations to ensure compliance.
Coordinate with operations training program by acting as a compliance liaison to departmental training supervision; and reviewing documented training efforts to evaluate and upgrade training programs as impacted by regulation changes.
Provide interpretation of new regulations and regulatory changes in local, Commonwealth and federal regulations and requirements; determines potential impact to business operations; reviews such changes with operating departments and makes written recommendations to operating departments for policy and practice changes.
This includes but is not limited to proposed revisions to the regulations and requirements of the PUC, Office of Pipeline Safety regulations, the Natural Gas Pipeline Safety Act, and the PIPES Act.
File written comments with Commonwealth and federal agencies on proposed regulatory changes.
Assess regulatory impact on operational department operations training/policies/programs, record keeping, and other relevant business practices; recommends relevant changes to improve PGWs initiatives including but not limited to business processes, computer systems and policies that must be revised to ensure cost effective compliance solutions, and efficient operations.
Engage in on-going, audit-level activity to assist operational department personnel in determining and implementing cost-effective corrective actions as a result of non-compliance letters/findings, amendments to existing regulations, mandates and /or orders.
Conduct and manage regular meetings with internal operational departments to analyze and advise on current compliance issues and to coordinate communication efforts regarding regulatory and compliance matters including but not limited to:
Training and assisting personnel with documenting and reporting interactions with PUC personnel.
Scheduling and confirming site visits and inspections, attending visits and inspections, and performing post-visit/inspection analysis and written records, and providing related input to the operational departments.
Administer and maintain PUC interaction and violation record keeping systems, which include developing, implementing and maintaining database and software systems utilized for regulatory information, data tracking/querying, and statistical reporting.
Analyzes letters of non-compliance and PUC filed formal complaints.
Provide regulatory guidance on responses thereto.
Review potential impacts of complaints and non-compliance letters and recommendations with departments and subject matter experts with a goal of establishing final policy and process changes.
Create final written recommendations for review and input by senior management.
Ensure the continual improvement of existing internal recordkeeping practices.
Develop a reporting mechanism to measure regulatory knowledge and monitors employees to track quality assurance issues.
Providing status reports on a weekly, monthly, and annual basis, as required to ensure department objectives are met.
Oversee current departmental goals and revise them as necessary to insure alignment with Company objectives and goals.
Personnel ManagementCoordinate subordinate work activities by developing project timelines, milestones and analyzing impact, overseeing field work, determining priorities of activities, making work assignments, monitoring projects, and providing direction and assistance as needed.
Assess employee needs ensuring subordinates are properly trained and adhere to company policies, practices and procedures including collective bargaining agreement when applicable.
Evaluate and meet with subordinates to discuss work performance providing appropriate commendations and disciplinary actions to ensure employees are well equipped to meet and/or exceed job expectations.
Finance & AccountingManage expenditures for all technical compliance materials, contracted vendors, etc.
ensuring cost effectiveness and compliance with monthly and annual budgets.
Develop justification for any capital projects and monthly justification for all variances for the operating budget; manages operating and capital budget expense reporting for assigned unit.
Other Related FunctionsKeep abreast of current trends in federal and state administrative agency practices/rulemakings, including DOT and PUC, ensuring that Technical Compliance is able to provide appropriate guidance and oversight to operating departments.
Serve as on-call contact for PA PUC as well as being available for report to on-site locations.
Perform other special projects and assignments as directed.
Qualifications:
Bachelors degree in business, Law, Engineering, or other related field of study.
Advance degree preferred.
7-10 years of related work experience within the utility industry with an emphasis on operations, compliance, or procedural analysis.
Must have knowledge of general office practices including but not limited to office administration, strategic planning, team building and personnel management.
Must have a broad knowledge of company operations, especially gas supply, load dispatching and operations, to permit immediate authoritative response in situations removed from ready reference.
Must have knowledge of federal and state regulations and determine impact to operations training program, including revisions to Office of Pipeline Safety regulations, the Natural Gas Pipeline Safety Act, the Pipeline Safety and Partnership Act, and Public Utility Code and regulations.
Must have supervisory skills with the ability to create a professional and constructive environment that fosters a team-oriented and customer service approach to day-to-day operations.
Must have problem solving and decision-making skills with the ability to handle multiple tasks under pressure while meeting deadlines.
Must have verbal and written communication skills with the ability to effectively convey information to all levels of staff and staff and leadership of other departments and develop written presentation/training materials.
Must be computer literate with proficiency in MSOffice with knowledge of computer-based presentation programs such as Power Point, Excel, Adobe and Publisher.
Must be flexible with the ability to report to external operating department locations when needed, including on-call and during out-of- hours for investigation.
