Responsibilities The U.
S.
Department of Energy's (DOE) mission spans a diverse range of portfolios ranging from nuclear security, open science research, power administration, to environmental management.
This enterprise comprises 97 entities - spread across 27 states - divided among 10 Program Offices, 19 Staff Offices, 4 Power Marketing Administrations, 19 Field Sites, 17 National Laboratories, and 4 Technology Centers - each uniquely structured to perform distinct missions.
The DOE plans on issuing a multi-billion-dollar Blanket Purchasing Agreement (BPA) entitled CIO Business Operations Support Services (CBOSS) which will encompass a substantial part of the Information Technology Support Services (ITSS) acquisitions through the DOE OCIO.
CBOSS will offer support services in five (5) areas:
Shared Services, General IT Support Services, Telecommunications, Cybersecurity & Analysis and Studies.
The BPA is anticipated to provide a flexible ordering mechanism that any entity within DOE may use to create a customized IT Service Orders to fulfill their requirements.
The CBOSS BPA requires a Program Manager with the overall responsibility to manage the contract and function as the single POC for all Contractor activities related to the BPA and subsequent BPA Orders.
The CBOSS Program Manager will manage programmatic risks and dependencies, Contractor-to-Contractor work integration, and ensures proper integration amongst all CBOSS work units and CBOSS delivered services.
The CBOSS Program Manager will act as the primary point of contact with the DOE OCIO to ensure consistent, constant, and proactive communications with the Government throughout the execution of all BPA Orders.
The Program Manager will be charged with the overarching responsibility for delivering the OCIO's contracted IT services, including collaborative strategic planning and general management requirements.
This shall include the management and oversight of all activities performed by Contractor personnel, including Contractor Teaming Arrangement (CTA) members and subcontractors.
The Program Manager shall provide leadership, risk management, contract administration, and quality assurance for successful performance of the contract.

Peraton is looking for an experienced, dynamic, and innovative leader to be Program Manager for the CBOSS program.
Responsible for the successful technical, schedule, and cost performance of a major program, or multiple programs, through subordinate program/project managers, in accordance with contract requirements and company policies, procedures and guidelines.
Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.
Manages a directorate within a division.
Has supervisory and developmental responsibilities within a functional area.
The program director manages one or more projects or programs, may manage an operating office and supervises professional and technical personnel performing in their customary disciplines.
Maintains aggressive efforts to achieve objectives.
Acts as a technical liaison with vendors.
Trains and supervises personnel.
Assists in proposal process and coordinates with Pricing Department when required.
Responsible for all phases of the program budget.
Performs analysis for contract reviews with various software.
Develops Quality Assurance Programs for all products and services.
Prepare Staffing Plans, including skill and labor mix, to support contract operations.
May be responsible for recruiting, interviewing, and hiring staff.
Assign staff and provide technical direction as necessary to complete task.
Monitor contract, subcontract, and funding; prepare forecasts of program financial performance.
Develop and deliver required contract, departmental, project and/or financial reports.
Qualifications Bachelor's Degree (B.
S.
) in engineering; preferably computer science and information technology, or related technical field Master of Science (M.
S.
) preferred Minimum of 20 years of experience (5 in a managerial role) for information technology programs Minimum 10 years of information technology systems development, deployment and sustainment Acquisition experience, or experience with information technology programs in areas relevant to Shared Services, General IT Support Services, Telecommunications, Cybersecurity & Analysis and Studies Prior experience with the Department of Energy and in particular, the Office of the Chief Information Office (OCIO)National Nuclear Security Administration (NNSA), Office of Environmental Management, DOE National Labs, Departmental Elements (DEs), and Technology Advisory Board (TAB).
DOE Q ClearanceTarget Salary Range $176,000 - $282,000.
This represents the typical salary range for this position based on experience and other factors.
